Essential Job Functions:
Expected to have broad experience in a variety of IT roles covering _enterprise architecture, engineering and design, information security management, requirements analysis, product evaluation, systems implementation, and production operations._
The candidate will:
Be able to quickly grasp and synthesize a set of business and system requirements, establish a complete business and IT solution, and help the various customers/stakeholders/executives in visualizing and understanding the solution.
Possess strong interpersonal skills, and be enthusiastic and comfortable in making powerful presentations to mid and senior-level client managers and technical personnel.
Influence technology decisions & directions for a comprehensive health care quality program/ project solution that the candidate is responsible for. Must have good business acumen, broad knowledge of technologies & tools and be a subject matter expert in certain areas.
Apply knowledge of industry, product and functional best practices, related technology trends, and vendor future direction to guide clients toward appropriate business solutions.
Deliver complex SOA-based solutions from start to finish including initial assessment and planning activities, process design and prototyping, and implementation and transition activities.
Design package-based business service solutions holistically to ensure that components fit together and domains of change within the scope of the solutions are addressed.
Be able to connect technology and concepts to financial impacts resulting in Total Cost of Operations estimates and projections, and assist in establishing preliminary project/program development schedules.
Generate conceptual/logical architectures, testing analyses, and risk assessments and participate in SOA governance, processes and procedures for the HCQIS systems and ensures proper alignment.
Develop short term and long term integration of EAI, ESB, and BPM architectural approaches.
Serve as a point technical leader for application development teams at the health care quality program level and provide clear guidance around SOA design, coding, testing, deploying, and supporting techniques.
Ensure service implementation consistency, speed of delivery, and promote reuse through creation of reusable SOA assets.
Utilize UML and BPMN modeling tools to create sketch designs in support of business service design documentation.
Provide technology blueprints, roadmaps, and optimization and migration strategies for current and future applications.
Design overall system and solution architecture, system integration, and implementation strategy for initiatives.
Must Have:

years as a Solution Architect in architecting, designing, developing, integrating, and implementing large solutions in alignment with the Agency-level Enterprise Architecture, Federal Enterprise Architecture, Federal Health IT Architecture, NHIN, and transformation Roadmap (at least one).

years experience in enterprise platform product implementation with broad exposure to different industry leading technologies such as Java, C++, JMS, , web services/SOA/ESB, XML messaging/middleware, Oracle, SQL, etc.
Experience with the Oracle product suite, including products such as WCF, ADF and UCM is highly desirable.
Demonstrable experience implementing SOA/ESB/EAI in large organizations with diverse technology infrastructure and hands on experience with service repositories and registries, application/web servers, application load balancers, service infrastructures, and business process management systems (BPMS) architectures and platforms.
Understanding and experience in applying de facto and industry standard methodologies (TOGAF, SOMA, RUP) and fluency with SOAP, WS- , XML, BPEL, WCF, MQ, etc.
Experience with integrated development environments (Eclipse, NetBeans, Oracle Jdeveloper, ADF, etc) and working knowledge and experience with BPMN and BPEL.
Nice to Have:
Ability to learn new tools and technologies, strong analytical, architectural and problem solving skills for design, creation and testing of IT infrastructure are very desirable.
Experience in overseeing and designing end-to-end security for all layers (application, data and infrastructure) for a complete solution architecture.
High-level SOA/ITIL/Solution Architect/Enterprise Architect certifications are desirable.
Essential Job Functions:
Coordinates routine aspects of solution development and architecture and management processes. Interfaces with business developers, account managers, competency managers, and executive management on routine aspects of solution development to increase company productivity and profits.
Oversees use of strategic solutions and offerings by the business development community. Participates in solution selling activities to ensure that marketing plans align with sales and launch plans.
Assists management in researching existing business environment including trends, best practices and company preferred architectural frameworks and alliances to ensure that company services match business trends.
Facilitates reduced risks to client and company; participates in solution business plan creation; assists in preparing financial models to ensure that client interests are met and potential business opportunities are established. Assists and supports client activities to eliminate gaps or inconsistencies in the initial solution, architectural design, deliverables, benefits and messaging.
Interfaces and participates in business development discussions across cross-functional teams and internal and external executive managements to ensure consistency in solution development and implementation.
Identifies business requirements; evaluates concepts such as market timing, compelling event and problem identification to ensure that delivered solutions meet both short and long term company and client business performance expectations.
Education/
Experience:
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in business administration, computer science, information technology or related field preferred
Seven or more years of business solutions experience
Experience working with company products and services, business processes and re-engineering
Experience working with business environment, business industry and competitor products and services
Experience working with appropriate programming languages, operating systems, product-line hardware and software
Experience working with office productivity tools; delivery assurance and/or industry standards on deliverables
Experience working with administrative and/or workflow systems
