POSITION PURPOSE:
The Lead Business Analyst will provide support for a current project at a large Federal Agency in Baltimore, MD. The Lead BA will act as a liaison between clients and development teams, lead a team of project resources, understand customer business functions and requirements and supports project teams to implement client-chosen solutions to ensure the end results are satisfactory to all involved. The candidate will possess strong analytical skills and preferred experience working in healthcare domain. Knowledge of clinical quality measures, exposure to PQRS, NQF measures desirable. Exposure to EHR/ EMR systems, CCDA and clinical vocabularies desirable.
The ideal candidate will have appropriate experience and be consulting maturity in dealing with senior client staff, managing internal and external stakeholder relationships and working in a multi-vendor environment.
REPORTING RELATIONSHIPS:
Reports To: Project Manager
Primary Working Relationships: Internal and External Customers
Responsibilities:
Developing and implementing approaches and technologies to better serve the business needs of the agency
Evaluating risk and directing technical initiatives relating to client implementation, product support, client customizations, and other reporting needs
Meeting with clients and internal users to determine the long-term system needs and requirements to accomplish the business objectives and meet external client interface requirements
Providing technical support and assisting team with technical implementation requirements and plans
Design system solutions and create implementation and support models for technology encompassing SharePoint platform
Create both short and long-term enterprise system technology roadmaps based on an understanding of the organizational strategic requirements, technology context and business needs
Collaborate with other Information Systems teams and outsourcing provider(s) to ensure technology solutions are effectively managed and performed
MINIMUM QUALIFICATIONS AND
Experience:
Bachelor's Degree
8 years of experience in Business Analysis supporting complex information technology systems.
Experience utilizing systems development life cycle methodologies.
PMP would be a bonus.
Familiar with CMMI ML3 processes and procedures.
Experience in the health care industry with Medicare and Medicaid applications.
Experience working with Federal or State government.
Proficient with Microsoft Office applications (Word, Excel, PowerPoint,
Visio etc.)
Demonstrated Interviewing and listening skills to elicit detailed requirements.
Experience using analytical skills for effectively transforming defined business requirements into technical system requirements.
Experience successfully working independently and collaboratively among staff located on-site and in remote locations.
Some experience providing leadership and coaching formally or informally.
Demonstrated skill adapting quickly to new projects and managing multiple tasks concurrently.

The check will bounce and the victim is left responsible.
